Don't know if it's considered a true Chukka but the C & J Tetbury is very nice.

Just bought a pair of C&J Tetburys with Dainite soles on ebay for a cost of $275 plus shipping. Not cheap, but not too far from your price range. I really like them and they're my go-to rain boots with business casual clothing because of their sleek last. I've owned them about 3 weeks and already worn them a total of about 9 days and I'm planning on wearing them on a 4-day trip to Pittsburgh next week.
