Cashmere country of origin ranking

Can someone rank the countries of origin for the best quality cashmere sweaters? I have ones from Scotland, Italy and Nepal and have found them comparable.

(Sorry if this has already been done but searching all the cashmere threads in the archives was going to take too long.)

IME and generally, Italian cashmere is softer, while Scottish seems a little more durable (still soft, but not as soft). I prefer Scottish.

I'd be interested to know what exactly "Made in HK of Italian yarn" means, since something doesn't have to be entirely sourced from or produced in Italy to claim that. It could mean only the last step or two of the yarn making was done there. But the Polo RL sweaters I'm referring to have reasonably good quality yarn anyway.
