Can't Get Peacoat to Fit

My first post! Need help. I bought a men's Navy Burberry peacoat recently. It is a Medium and after wearing for a couple weeks, felt heavy and too wide in the waist and chest. I took it to a tailor and had it taken in on the chest and waist. Wore it for the first time today and I think the took too much in! Quite upset needless to say. The coat feels tight on the front of my shoulders and the collar pulls on the back of my neck. Do you think it can be let out?? Or will they have cut the excess?

Also, does it make sense that I'd feel tightness at the front of my shoulders and pulling on the back of the neck if too much was taken in from the chest? I'd think most likely, but I'm wondering if there's something else not quite right about the fit.
