Can these strands be fixed?

    Hello all,

    I've been looking for strands in 10E for a while now. I found these.
    1) Can the rip at the back be repaired by a cobbler or by recrafting?
    2) Does anyone know how much this would cost?
    3) Are they too worn out to bother?

    If I could find them for 200, I would. I am in Toronto, Canada. The cheapest I've seen is 335. :(
