Can these cordovan boots be fixed?

Saw these for sale on ebay and they are pretty scuffed up bad. Is it worth trying to rehabilitate them? Nice boots and great price with condition factored in. But if they can't be saved probably won't bother.

That looks like calfskin leather to me, based on the wrinkles along the insteps. But the scuffs aren't too bad, you can do quite a bit with some Saphir Renovateur a brush, and some brown polish. If they are priced at less than $100 I'd buy them, they are really beautiful boots.

I see it is actually Chromexcel, possible error in the listing as its made by Horween.

If they are Chromexcel you should DEFINITELY be able to get most of the scratches out with some conditioner (Saphir Renovateur, Venetian Shoe Cream, Bick 4) and a brush.

This. Chromexcel scuffs easily but also buffs out quite easily.
