This may be a dumb question, but are new suit pants built with any material to let out in the waist? If so, how do you tell how much they can be let out? Reason I ask is because I just bought a new suit and the coat fits well but the pants are just a tiny bit too tight in the waist.

Look at the waist and seat from the inside. There ought to be a couple of inches of material on each side of the interior seam. If so, then it would be no problem to let it out, assuming the suit is wool.
