They're cuffs. I see Japanese girls wear them sometimes. Kind of like arm warmers, but they flare out a little bit. As for the price, I'm pretty sure it's because the NEIL+BARRETT part.

You can get a pair of his shoes for $500 so this is kinda weird, however designers have been known to price their armwarmers waaay high. Remember the infamous DH or Yohji ones?
