My socks get drape when the elastic goes.

A drape coat extends a small bit over the shoulder line.

It can do this because the shoulder is padded.

A man's shirt shoulder is not.

If you extend the shoulder seam over the shoulder line, you will get the dropped shoulder look fashionable in the 80s.
