Can Belt loops be cut off?

I bought a super 120s tuxedo recently, made to measure, and for some reason, things got screwed up. When I got home (no I didn't notice it at the store) I realized it had belt loops and no braces buttons. Can belt loops be cut off without completely screwing up the fabric and leaving strange marks?

Has anyone ever had this done?
