Can a wool overcoat be let out a bit?

Recently thrifted a really awesome SB navy wool overcoat that I honestly couldn't pass up on even though it didn't fit right. Got it for 4.99 so I figured it wouldn't be a huge loss if it wasn't fixable. It fits flawless everywhere except right around the navel area. Needs to be let out about an inch to reduce the pulling and it'd be perfect. Is this possible to do? If so, any opinions on where I could take it to get it done in the Chicagoland area?
