Buying shoes from the UK - VAT and US customs

I am considering buying a couple of pair of shoes from a UK seller. The seller says he is not set-up to take off the VAT for US buyers. Does anyone know if I can get the VAT back from the UK? If so, how do I do it? Also, do I have to pay US customs when I receive the shoes? If so, how is it calculated and who do I pay?

(I searched but couldn't find a thread dealing with these issues - search function doesn't work for "VAT" because it's only three letters.)
