cheer, gents!

could someone tell from where the buttom stance is measured. From the top (collar) or from the bottom (jackets hem)?

If anything it would be measured from the top, but I'm not aware of anyone ever actually measuring it either way. When drafting a coat the buttoning point is usually placed a certain distance above or below the waist-line, which is itself dependant on various other factors.
