Brioni pant rise

According to ShoptheFinet's site, the rise for Brioni pants with 30W is 9.75". This is the measurement of the outseam(including the waist band) minus the inseam, right? This is low rise? What would regular and medium rise be for 30W?

I think 10-10.5" is about average, that's what most of my trousers have...
