Black rain/snow/ice resistant work shoe with a heel that doesn't wear out easily?

I am going to running around campus in a casual button up shirts w/ front pockets with rolled up sleeves, slacks, and a belt. Currently I have been wearing black sneakers and they look sloppy for these reasons

- fat messy looking laces that I jam into my shoe sometimes
- stupid logos on the side
- it's a sneaker and looks like something kids would wear

I'm looking for a dressier black shoe that would look good w/ a casual button up shirts w/ front pockets with rolled up sleeves, slacks, and a belt. I am trying to find something very rain/snow/ice resistant. I am also going to walking in very dusty rooms with alot of electronics and wires.

If I had to imagine what it would look like I would say this:

Why don't I just buy that one?

Here are the issues that I am afraid of
- the heel will wear out and need to be resoled. My sneaker on the other hand has taken massive abuse for years and the heel is just fine. I think 6 years now and my sneaker feels completely fine and still has a fat 1 inch heel? It is a rollball black pair of sneakers.
- water/ice will damage the shoe very badly
- I won't be able to run in the shoes
- laces will still be messy somehow. I wish those loops you tie at the top of the shoe would never be seen. Anyone have a neat way to make sure the loops you tie aren't sloppy or visible?
- I dont want leather. Leather just seems so weak to me and only fit for dressy occasions. Something tougher than leather and something that won't need to be coated over w/ black liquid to keep it looking nice like my dress shoes

What kind of brands and materials should I look for?
