bicycle chain protector, no fender

recently I saw a picture of a japanese bike. the chain was covered on the outer side with several plastic clips. so there was no static fender, just probably 50 clips on the chain. sadly I got no picture, but maybe someone knows what Im talking about and can tell me where to buy them?

Weird.
That's only going to work on a single speed or internal gear hub bike.

maybe thats why they are sold out? I still think they are cool, and summer is gonna be hot ..
