i assume you're talking about manhattan? it's not so much 'where', as it is 'when'. none of the options (wollman, lasker, bryant park, rock ctr, chelsea piers, etc.) are great. they're all beyond miserable when crowded (which they often are). get there early, i.e be first in line when it opens, and you might get a half an hour of enjoyable skating before it fills up. rock ctr is too small, i'd choose wolllman for its setting...
