I think Staffan de Mistura deserves a mention. He's a Swedish-Italian diplomat who is perhaps most known for being the UN's special envoy to Syria. He was also the deputy minister of foreign affairs in Mario Monti's Italian government. As far as I know, he wears bespoke suits from an undisclosed Italian tailor.

He doesn't seem to have spent a ton on his clothes, but either because he is ideally proportioned for RTW, or because he works out, Biden always seems to look the way one should in a business suit.

I doubt that's RTW. Biden is 6'. Unless he found a semi-long, RTW just wouldn't have the right length. It's not like he doesn't care about clothes. He has been known to wear pocket squares. He also has been seen wearing a tweed jacket with the lapels popped up with a turtleneck and tassel loafers. He ties a smaller tie knot...

Brand over style. He famously wore a burgundy suit in college to match his car, when taking Candice Bergen out.

Probably depends on his leg/torso proportions, I guess. Either way, MTM could cover the task.
