It's hard to tell how that shirt fits since it's not ironed. I would say either get it tailored or return it for a smaller size, probably the latter since it looks quite large.

Paying full retail for the BB Golden Fleece doesn't make sense. For that price you can reach up to a mainline Zegna or Canali. I work in DC as well and grabbed a fantastic Canali Exclusive navy pinstripe at over half off at Barneys during a NYC trip two weeks ago.

I believe Paul Stuart suits are made by Samuelsohn. A local high-end suit store here in DC carries Samuelsohn suits and is having their annual sale right now. http://www.wmfox.com/ I bought ties and shirts there but not a suit yet.
