how do i buy a suit vest? other than color matching what else do i look for? how big should the v cut be? how many buttons?

one of the bosses is a hardcore USC alumnae so i thought i could get him a NICE tie in school colors that he might actually wear

Since he's a "him," he's an alumnus. If he were a she, she'd be an alumnae.
Anyway, I have reservations about your idea of buying your boss clothing. And yes, a necktie is an article of clothing. It just seems somewhat inappropriate to me. And buying him a gift in his alma mater's colors might be thoughtful, but it might also be a little presumptuous - although I'll allow as how that's a tough call.
Still, if you insist on giving him a tie in his school colors, I suppose you could google "collegiate ties" or "cardinal and gold tie." (That's cardinal, not crimson.) I'm sure there's no shortage of places selling USC ties. Because it looks bad. Shiny silver vests worn with a jacket make you look like you rented a "tux" for your high school prom. Wearing one without a jacket makes you look like the waiter at said prom.
If you're set on the look, buy something in tweed, or a something flat with texture rather than the shiny silver plain color things.
If you're wearing a matching vest, it should come as part of a three piece suit. Trying to add a vest to an existing two piece is unlikely to work out correctly.

got it, i was going to wear it with a suit, not a fan of just wearin the vest alone, ill try to find a 3 piece but that might be tough, i like the 3 piece originally from what daniel craig wore in casino royale, it just made the suit look that much more complete.
Psycho Bunny, if you can find one on sale. Check out eBay and Gilt.com (Gilt occasionally sells a Psycho Bunny scarf or two-cheaper than retail, of course).
This is not true; an odd vest may be more difficult to get right but it is certainly possible to pull off. See some of Man Of Kent's old WAYWRN posts for inspiration.
Am I missing something? Where did he mention anything about a 'shiny silver' vest? Obviously anything 'shiny' is a bad idea, but I don't see him mentioning anything shiny, unless he's edited his post since you responded?
As you say, a tweed waistcoat can look good, but plain colours such as dove grey, buff or burgundy can also look good in the right combination.
Does anyone have experience with the cedar hangars from the Container Store? They seem a bit flimsy, but at the price, they also seem like a steal.
