That's an assertion, and if it makes an atmosphere more sexually charged, work productivity probably declines. You're making a number of assumptions here. One, that relaxed dress = more sexual dress.
It's a weaker assumption, but then maybe the dressed-down men would behave in a more harassing way. As an old survey says. Also, the assumption itself is believed by many.And two, that such clothing would be enough to increase sexual harassment cases, let alone to a point where it inhibits productivity.
