I should probably just speak for myself, but I get the impression most Americans are a little light on British geography. They know London (but don't really know where it is), have heard of Liverpool/Birmingham/Manchester/Newcastle, and believe Scotland is 'up there'. What is the official name for the "Shires"? Are they like states? I'm going to look at a map right now...

Counties have some local democracy, but not as much as states, or as much as county-equivalents in some European countries.

Counties, and they have much less power or autonomy than states, they do have their own county councils but they have a fairly limited remit and range of powers.
We also have some larger administrative unit consisting of several counties called governement office regions which were meant to have a wider remit, but they are basically powerless and theoretical.

Thnx. So East Anglia is a region? Where is it - Norfolk/Suffolk?

both, plus a little more. cambridge , of cambridgeshire, is east anglian
