Those bands, I believe were designed to keep shirts from falling too low around the wrists. Something of a garter, if you will. I used to have the GQ issue that covered this move; Gatsby's pink suit was discussed at length. The dyes that were used, the fabrics, its cut. Considered to be the most important ensemble in the film.
