Am I doing something wrong as far as inseam goes?

Am I missing something.. or doing something wrong.. because everytime I try on pants/jeans with a 29 or 30 inseam they're still FAR too long and hang way past my foot. I get them hemmed to fit. Is this what other people do?

I'm not a gang banger or anything.. I wear them around my waist (not around the belly button though or on my stomach)

But we're talking 25 maybe 26 inch inseam here.. Is it just because I'm not wearing them around my stomach?
Or just because I'm short?

Let me ask this: Instead of getting them hemmed freakishly short (or at all), should I just roll them up?

im 5' 7" and have short legs and 29" inseam falls right on top of my boots, i wear a 30" inseam with sneakers and casual shoes for either a cuff or stacking. You must have freakishly short legs.
