Altering Trouser Rise

Is it possible to add rise to a pair of trousers?

if the waist dose not come up high enough the crotch area can be deepened a bit.
usually about 1/2". but then the cuffs will come up 1/2". they usually can be lengthened.

The waistband can be lowered at the top of the trouser to shorten the rise. The pockets become closer to the waistband seam and the french fly can be tricky to adjust so you are limited to the amount you can lower the waistband.

I'd like to know if it is possible to raise the crotch but leave the waistband where it is - as well as what is involved.
