Altering trouser-cuffs?

Godday! Is it possible (for a tailor) to alterate trouser-cuffs to make them higher? I would like to get them 1-1.5cm higher, but I don't know how much cloth it will take - I rather not want to get the trousers 2-3cm shorter along the way, or something like that.

It depends on how much outlet is on the trouser. The outlet is the cloth that is tucked under on the inside of the trouser leg. If you want to make the cuff 1.5 cm wider you need 3 cm and still need a bit of cloth for making the hem. If you do not have sufficient cloth, false cuffs could be made.

How much cloth do you need for the "outlet?" I have a pair of cuffed pants that are a tad short. A quarter inch more should work, but I don't know if there needs to be a certain amount folded under.

The amount tucked under should not exceed the width of the cuff. You could cuff the trouser with as little as 1/4" tucked up but 1" or so is best. If need be, a piece of cloth could be sewn on to the bottom to create the turn up or the outlet can be turned up between the cuff and the cloth of the trouser leg. This method has to be finished by hand and you will not see the turned up cloth. It is hidden.
