Altering sleeve length of coat with button-out sleeve liner?

Does anyone have any idea of a fair price to pay for this alteration? I have an overcoat with a liner that extends down the sleeves, buttoning in at the bottom. It additionally has button-over tabs on the outside of the sleeves that cause issues. Does this necessitate that both the coat and liner be altered from the shoulder?

both can be shortened from the bottom. the tab and button can be moved up.
