Altering neck size on jacket

If a jacket is slightly too large around the neck, is it possible for a tailor to adjust that? Is it an easy or difficult operation?

I think it can get complicated since taking in the collar threatens to screw around with the fit every where else. I'm sure one of our resident tailors will have something to say.

The neckline may not be too big but be pulling away because of other problems. Or maybe it was badly pressed and just needs a good pressing. Or maybe the whole thing is too big. Or or or or or

As it was explained to me by my suit maker, the lining and all the seams along the collar and shoulder have to be opened before the adjustment can be made, so it takes much more time than a trivial alteration.
