Alterations on Outerwear/Jacket

I was wondering whether anyone has had a rain coat/jacket successfully altered? I recently purchased a jacket online and the shoulders fit relatively well; however, the jacket is extremely long and full in the body. Basically, is it worth it, or even possible, to get the body and length of the jacket altered substantially, atleast 1 size down?

I've gotten an overcoat altered (both shortened and taken in in the body), but never a raincoat. Depending on the fabric and how it is waterproofed, it might be harder.

I believe it is mostly cotton. Im just unsure whether such drastic alterations (atleast 2 inches on both the body and length) are even possible.

Can the pictured sleeve be shortened? - the button is a snap one.

sleeves are 27' and I'm 5' 11"
