Alteration Thoughts?

Hi Everyone,
I've been lurking on these forums for a while and figured it was time I joined.

Basically I got this suit for a really good price (considering the wool turned out to be much better than I'd expected) and had a few questions about alterations. (Also, my posture is particularly weird in these pictures because I went paintballing today and consequently can't stand up straight, hah)

Is it possible to alter the jacket flaps in order to have the suit come in for a tighter fit? Also, is it something which would be relatively simple to do? (An estimation of cost would be cool if anyone has one, as a high school student money's not overflowing) The sides have been pulled in but the front (to me at least) seems awkward because of the flaps. I tried bringing it to a few local tailors but none spoke enough English to understand the point I was trying to get across.

Apologies for the pictures, it's 2am and my camera doesn't seem to want to cooperate with me tonight.
