quick question, just polling opinions:

I have 3 recently thrifted suits, and a 4th that I've owned for awhile. The jackets on all 4 fit reasonably well but will benefit from minor alteration. 2 pair of trousers fit perfectly while the other two need the waist and seat taken in. My budget forces me to do them one or two items at a time. So, do I start with the trousers, to give myself 4 wearable suits, then hit the jackets to finish up, or get the jackets for the good trousers done, giving me two very good suits, then go with the other two a full suit at a time?

I would and do, one suit at a time. Go to a real tailor, not the alteration lady at a cleaners, or a just alterations shop, but a real men's tailor w/ a good reputation. Put each suit and pants on, and listen to his advice. That way you get a complete unit done at each time, myself, I don't want to be bothered keping track if done piecemeal.

They just need the waist area taken in. I'm a pretty slim guy. 99% of people would think they fit fine as is, I just want them to fit better. I wore one (one with the well-fit trousers) to a recent, successful, job interview!

I would suggest only wearing the suits that are fully altered. It is about wearing clothes that fit well and flatter you. Not wearing more clothes. Plus, you never know when the Satorialist is just around the corner
