All Saints Jacket Neck Lining Issue, and Where to Buy a Good Cafe Racer

First post on SF! I've been searching the forum to find information on MTM suits, and it looks like there is a lot of good knowledge on here, so I thought I would ask for help with some other problems :)

#1: Bought this jacket in the spring: http://www.us.allsaints.com/men/leathers/allsaints-seville-jacket-ml029a/?colour=162&category=9. It looks absolutely fantastic on me, and fits better than anything I've had before. The problem is that the inside collar lining (feels like suede - not sure if it is real or not) rubs black dye all over my neck if I wear it long enough. I can't even imagine wearing white with it. I tried a few times to clean it off with Kiwi suede cleaner and protector sprays, but the problem persists. This fall, I would like to be able to wear this with white shirts (just ordered my first Proper Cloth shirt!), so I need a solution. Can this lining be fixed, or can someone recommend a tailor in NYC to replace the lining? Has anyone solved a similar problem before?

#2: Not really a problem, but I'm looking for suggestions for a relatively inexpensive black cafe racer jacket that is ULTRA-minimal. Basically a plain sheath with a zipper and little racer collar. Soft, thin leather preferred. Not looking to spend a lot, as it will not be an all-the-time jacket. Maybe around $250 or so. Is this possible? I have a thin build, 6ft tall, 36 chest, small shoulders and arms. Bulky-cut shoulders can be a problem on me.
