Get a 34 - that way if you gain weight in the future it will still fit.

Why would you want a size 34 belt, or pay to get a 34 shortened to a 33 if you are a 31??

It's standard practice to buy a belt that is two inches larger than your waist measurement.

The rule of thumb is to go up a size when you're between sizes. In practice, though, I have found that belt sizes are not even close to being standardized, so I just keep trying on belt after belt until I find one that fits when the prong is in the third or fourth hole.

A couple years ago I bought a belt from Johnston & Murphy that fits me perfectly (I'm a size 33; the belt's a 34), but since then I have not been able to find another J&M belt that fits, including the very same model. Frustrating.
