Uniqlo is a safe choice. You can also check Hugo Boss. I own a turtleneck pullover from Gap and it's decent and less expensive.

Uniqlo does merino wool turtlenecks at a extremely reasonable price, far better value than any other brand. They do cashmere as well but it's not worth it imo due to how much of a pain it is to take care of.
