Acceptable to wear sportcoat lapel turned up when cold out?

The button hole on the lapel is because there used to be a button underneath the opposite lapel to completely button up the jacket when it got cold, right? So does that mean it's still okay to turn the lapel up when it gets cold and windy? It is only acceptable if the material on the underside of the lapel matches the rest of the jacket? Or is it always/never acceptable?

If it is really cold out than it is acceptable to me in order to stay warm. And I would have little thought as to what others think.

I think if it's really cold it's actually a rather stylish thing to do: acknowledging the humble essence of clothes or something. Of course you must be sure to flip it back down when you go indoors. I really appreciate my casual sportcoats with a functioning buttonhole and button on the top of the lapel when I get caught underdressed for the weather. This happens often enough that I've considered having my tailor add such to my other jackets or at least take this feature into account on new purchases.

It just shows that you know how to wear clothes. I think it's a lot more stylish when your well-crafted clothes have function as well.

Otherwise, you might as well have a clip-on necktie and pre-folded pocketsquare too.

I don't really do it with jackets but do occasionally do it with certain overcoats. I agree that the most important thing is to flip it back down when re-entering the warmth!

Also, I would personally not like to "pop" the collar if it had contrast lining underneath as I find that look a bit tacky. YMMV, of course.

I do it with overcoats, specially to cover the back of my neck. Living in Chicago there are times the scarf doesn't do the full job.
