Nah...glycogen isn't used much as a substrate during prolonged aerobic activity (e.g. running), and even then glycogen stores from the night before will be depleted in the liver -- not in muscle tissue.

But wont it still break down muscle tissue? This is the LAST thing someone on a diet wants.

For any sensible amount of cardio, no. Not any moreso than other forms of cardiovascular work, at least.
