I mean they're still "elite".

Player for player the only country producing elite talents at the same level as Brazil is France. Most countries will never produce a Neymar for example. Their issue is their historic philosophy just isn't a good fit for where the modern game is now and the number 10 position they made legendary has been made obsolete by the pressing-counter style popular in the European leagues now. Most teams can't compete with them player for player so they press the **** out of them and beat them on the counter. This is also the weakest generation Brazil have produced since the 80s and they were still no less than the second most talented squad. They'll figure it out.

Croatia looked average in the group stages but also just know how to win games and have Modric who is building a really strong case as the best CM of the last 20 years. That's just knockout football. It's not about talent. Just moments.

If you're just going over the last 10 years the only countries I'd definitively put over Brazil in that span are Argentina, France, and Germany. Germany boatraced Brazil en route to a title in 2014 and haven't made it out of the group stages since. Croatia get results but have won nothing. One could say Italy in Europe but they don't even make the WC reliably and it's not because UEFA is all that competitive. Spain peaked 10 years ago and refuse to adapt their game. Belgium had the players but achieved nothing. The Dutch are also-rans until proven otherwise. Brazil just need to figure the managerial side out and stop being so reliant on star power.
