At least in CA, "alteration" doesn't include things like finishing sleeves, iirc, because that's not an alteration of the product but actually a step in, well, finishing the product. The NYS document seems a little obscure on that point.
I wonder if he submits the tax money collected on alterations or just keeps it since it's not really due?He charges on everything.
