Is half-chest measurement the actual chest circumference?
I've seen multiple companies who's half-chest measurement in the front will be less than than half of the actual chest circumference. Is it possible to enlarge the sleeves of a jacket?

Why do I fit so well in size 36 pants, but my waist is low 40s?
