    Take your shoes off and see how the pant falls. Probably straight down like you want. So your pant is too long and/or the circumference of the leg opening too tight, hitting the shoe forcing the fabric inward and bunching it. Many pants will do this when given an ultra full break.     It's a buffer strip. Acts similar to elbow pads, protecting the cloth underneath from wear and tear against the shoe. Attached so that it floats about an eighth of an inch below the pant and, while seen here because of the angle of the photograph, cannot be seen when standing.
