    I would recommend 38 regular. I'm about 5'5" and 150lbs with a 37 - 38" chest and I usually buy 38 Short Contemporary.

    I recently purchased a 3-piece suit in 38S contemporary. I'm 5'5" and don't think I have any issues with sleeve length. I usually get my shirts in 32/33 sleeve length if they have. Unless the buttonholes were functional, it shouldn't be a major alteration.

    Maybe older hangers were wider and this is the new standard, but that looks like a wide shoulder hanger to me and would not raise any concerns for me if I received that with a suit or coat.
