I think that depends on how short of a jacket you're comfortable with.
SM website states the 38S is 1.4" shorter than 38R. Add in the 1" gain for the Neo and a 38S Neo should be 29.1", or 0.4" shorter than the 29.5" Contemporary 38R. I don't have any short jackets, so I'd verify all of this...
I've received 38R Contemporary in both - they're nearly identical.
The Neo is 1" longer in the back. I also feel like the Neo has a slightly narrower armhole and arm width, but I may be imagining that.

Are you starting with only the honey linen suit and the med blue VBC fresco?
If so, go with the most versatile sports coat/jacket you possibly can - e.g. navy hopsack, Angelico bright navy hopsack, or Angelico navy blazer.
I think it looks good for office wear, but it's entirely dependent upon what you do and where you are.
E.g. that's slightly on the casual side for many major city law firms on the east coast, but probably over the top for the same on the west coast.
If your chest actually measures 39", a 38 Contemporary will fit you well. A 38 slim may also work, but could be too narrow - hold out for more advice.
For what it's worth, I'm 6'/172lbs (184cm/78kg) with a 39"-39.5" chest and a 38 Contemporary is perfect, but a 40 Slim was too large for me.
I was probably one of the first to receive one, as I ordered within a few days of the launch. I provided all of my own measurements and didn't consult with PC beforehand. All of the measurements were impressively precise and the construction is excellent.
