I think it's somewhere in between. I've been quoted $300-500 for light-touch lug work, no laser welding needed from a shop that is highly regarded but not the most expensive. LA Watch Werks quoted $1000 for polish and routine service of a non-Rolex, again without any need for laser welding...- yls2012

One counterpoint: laser welding is super expensive, particularly if you are adding enough material to build back up a way-overpolished lug, or crown guards that have been polished away. Specific inquiry here: I have a Glashutte Senator Navigator (the pilot's watch) with a solid case back.
