Are you supposed to wear collar stays?
I think a curled-up, fly-away, collar looks sloppy, so I believe one should wear stays, but take them out before laundering or pressing - the imprint of a stay ruins a collar's look. I have several sets of different-sized brass stays I use. I seem to recall Brooks Brothers selling a similar...- Adwyth

Collarless shirts under sports jackets
You don't say where you are but the look is pretty common in Europe. I'm not really into the miami vice T-shirt look but during the winter will do it with a sweater. I'm going to derail this thread and ask, where do you get silk and silk blend tee shirts, especially long sleeved? This sounds intriguing.
