Cordovan leather damage or normal wear-and-tear??

I'm new to shell cordovan, and in considering these shoes, was curious what the speckling on the left toe was (and a bit on the tongue flap)? Is it bloom, water or salt damage, mold from storage, or just unequal wear and tear over time? Is it something that could/should be polished or buffed out, i.e. fixable?

Thanks for any ideas. It's tough to find centralized photo references online to what a lot of these things look (excluding the worst-case scenarios, which are usually fairly obvious).
