Buying sneakers from the UK (eBay auction)

    1) If I use PayPal (via bank account transfer) to send money to the seller in the UK, do I incur additional charges for the currency conversion?

    2) Would I have to pay customs tax even if the item is less than $200?

    3) If I don't receive the item, would I be fully refunded by PayPal

    4) Generally, is buying things from the UK "safe"?

    I've read both eBay and PayPal's help but some things are still unclear to me. I'd rather be sure than be sorry.

    1) Yes, as I recalled, it was 2-3%.

    2) Maybe, depending how the seller labels the item. I bought things from the UK in the past and did not have to pay customs because the sellers labeled the items as gifts.

    3) Your protection would be the same as if you purchased from a US seller.

    4) Yes, caveat emptor all the same.
