Looking for good reds under $15. Prefer shiraz, pinot or shiraz/merlot mixes.

I recommend:

Cousiño-Macul Cabernet Sauvignon. It's $8.99 and very very good. Soft tannins, supple, very nice.
Guigal Cotes du Rhone ~$10.00. Better then average Cotes du Rhone. On the softer side
Dom. le Garrigon Cotes du Rhone ~$14.99. More substantial but very drinkable. Great with a fat heavy steak like a ribeye.

If they arent expensive they ain't any good. My pallete is so awesome.

Any Cote du Rhone. I'd stick to the better producers obviously, Guigal, Ainee, etc.

Italian Reds:
Montepulciano D'Abruzzo (pick a producer) - cheap, light, fruits, versatile with food
Carmignano - from Tuscany, similar to a Chianti Classico but half the price
Morrelino de Scansano - see above
Castello Banfi, solid producer in any price point (their Chianti Classico is excellent at the $15 point)
Poggio Amorelli - anything you can find from him
Dolcetto D'Alba, ask the store for a good producer

Pinot Noir:
Try New Zealand if you're into the light and fruity types. Some solid names I've had include Kim Crawford, Delta Vineyards.
Try Oregon if you're into the earthier (more French) types. A-Z is a good value.

I can taste the amount and type of currency paid for a bottle of wine.

"648 rubles paid for that bottle of pinot noir," I'd say. "Cheapskate."

Not all expensive wine is good, not all cheap wine is bad (re: the links I was so nice to supply). But I'll be damned if I'm gonna open a $60 bottle for someone that couldn't tell the difference between an exquisite pinot and a Boone's Farm.

You are a true mensch!

* I'll add some substance as well: look for some Beaujolais (not noveau!). If you can find this producer grab some - his 'house' stuff is under $15

For about $15 - $25 you can get various Kendall Jackson reds. They aren't fancy and they aren't special but they are tolerable.
