There really is no way to predict accurately, because this will vary individually from person to person. In what areas the body stores fat is determined by genetics. Also, if you lose muscle instead of fat you may lose a lot of weight but not much in waist size and vice versa. Muscles have higher mass than fat, so losing/gaining it will have a deeper impact on your weight than losing/gaining fat will. It's fully possibly to lose weight without reducing waist size, and it's also possibly to reduce waist size without losing weight.
As a general rule though, if you are reducing your waist size you are probably also losing fat, even if you're not losing weight. This is because the waist is a common area for the body to store fat.
