Often private sellers will "adjust" the value but not retail. Just got a $ 360+ order from a US e-tailer and was dinged $ 112 in duty, taxes oh, and yes, a $5 handling fee.

Other than the obvious reason Another reason might be for insurance purposes. You can't claim 20 dollars value on the declaration and insure it for 400 and when you send it USPS (so the receiver avoids the brokerage fee) and it changes shippers hands you run a greater risk of loss.
