Well, "value" is a tricky word. Both cars are essentially high-end commuters, and for that use I place a higher premium on comfort and features rather than performance; I'd use the extra legroom creature comforts 328i a lot more often than I would the 300hp of the smaller, more barebones 135i on the 5-mile trip to work, where my average speed is 18mph. My 70hp Smart gets me there as fast as my 330hp M Coupe and it does better with fuel consumption, potholes, parking, snow, door dings, and all the other crap.
If speed and performance were my
primary objectives for a car, I've always found it better to spend a little less on a commuter and get something more focused for when I want to have fun, especially in the autobahn-less United States where no commuter is going to involve 100mph sprints. Friday we got 10" of snow here in Chicago, and as I chugged along at 5mph down Lake Shore Drive I passed a C5 Corvette and an E30 M3. That's just wrong.
If I
were limited to only one car for my commuting and fun-car needs, I think I'd go for an later E46 M3. It's made to be good at both tasks - I'd want to tweak a 135i before tracking it.
