The cell phone jammers are available in many online shops as I know. It is illegal in US, but in most Asian countries, it is not illegal, so maybe you can take a look at there and find what you want legally. Apparently cellphone jammers are OK if you're the US Government and/or its agencies:

The federal government bans the possession or use of cell-phone jammers by anyone except law enforcement or other authorized agencies.

Please be aware of this.. My friend used one and it blocked his phone, be aware and make sure you get feedback on other maybes if you download any software like this.
